So far submitting translations was rather hard task - it required basic text editing skills, email, a lot of nerve to follow all boxes - taking eventually more time than it possibly could.

That's why to encourage Users to submit translations - translation tool was added to the webpage. It's available for all registered Users, remembers last translation if saved and was designed for UTF8, Unicode characters support - so there shouldn't be much problem with most of special characters.
