Nimi Places 20170719 released

Build 20170719 of Nimi Places fixes application crashing when launched on multiple display setup, improves support for newer operational systems and addresses few minor issues.

Changed command line arguments to bit field flag enumeration.
Changed compressor to request elevation only if experiencing unpack permission issues.
Changed parallel initialization main thread only tasks order.
Fixed display cache not being initialized.
Fixed doubled 2nd group parallel initialization tasks checking and execution.
